The surface is blistering and peeling, and I see small white deposits. Sure, this sounds like another chore. Or you can save some money and spend a few hours doing it yourself.

If you watch a slow, and magnified, application of paint by roller, you'll see the fabric tries to pick the paint back off the wall after it just lays it down...a good fabric holds the material for application, but releases it without add'l pick up of film once applied.

Sealing the walls regularly with the right paint and primer is one of the best ways to prevent paint to peel off walls in future. Most paint dealers blame paint peeling problems on poor prep work. On the other side of the wall, just above an electrical socket, the paint becomes really dusty and if we rub it, it comes off like powder. I’ve been scraping the loose concrete (sometimes going as much as ¼ of an inch deep) and skim coating with mortar or thin set, but then the blistering migrates to the perimeter of the repaired area. For this reason, inspect and repair peeling areas annually.
